The 12 schools where 1 km no longer decides Phase 2C

For years, the surest way into a popular primary school through Phase 2C was to live within 1 km. From the 2027 exercise, that changes at 12 schools. Here's what happened, and what it means for you.

Across Singapore, about four in five residents live in public housing, so around most primary schools, most of the homes nearby are HDB flats.

Around these 12 schools, it's different. MOE picked them because public housing makes up less than 40% of the homes within 2 km of each.

Most are in and around Bukit Timah and Newton, where private homes dominate.

A few are in Marine Parade and Katong.

From the 2027 exercise, their Phase 2C places are split in half: one half for families within 2 km, the other for families beyond 2 km.

Inside each half, distance no longer counts. A flat 300 m away and one 1.9 km away stand the same chance.

Everywhere else, 1 km still leads

At every other primary school, Phase 2C still goes by distance: citizens within 1 km first, then 1 to 2 km, then beyond. What changes there is the size of the pie. Most schools now hold back 60 places for Phase 2C, up from 40. Schools with fewer than 180 Primary 1 places keep 40.
