Raffles Girls' Primary: do you still need to live within 1 km?

From the 2027 exercise, Raffles Girls' Primary splits its Phase 2C places in two: half for families within 2 km, half for families beyond. Here's what that means for where you live.

This is Raffles Girls' Primary School. Home-school distance is measured from the edge of its grounds, the way MOE measures, not from the gate.

For years, living inside this 1 km line put a family first in a Phase 2C ballot.

In 2025, every citizen who applied from within 2 km got a place at Raffles Girls' Primary. The ballot was among citizens beyond 2 km: 17 places for 36 children.

From 2027, the 2 km line matters instead. Every family inside it shares one half of the Phase 2C places, and living closer no longer counts inside that half.

Families beyond 2 km get the other half. Inside each half, every family stands the same chance in a ballot.

What it means for your family

You live within 1 km

Every citizen within 2 km got a place in 2025. From 2027 families within 2 km share only half of the Phase 2C places. If more apply than that half holds, it goes to ballot, with no priority for living closer.

You live 1 to 2 km away

Every citizen within 2 km got a place in 2025. From 2027 you share the near half with families closer in, on equal terms.

You live more than 2 km away

In 2025 you went to ballot for the places left after families within 2 km. From 2027, half of the Phase 2C places are yours from the start.

Should you still move closer?

For Phase 2C at Raffles Girls' Primary, moving from 1.9 km to 300 m changes nothing from 2027: you'd be in the same half. What matters is which side of the 2 km line you live on, and how many families apply in each half, which nobody will know until the 2027 exercise.

Living closer can still matter in Phases 2A and 2B, which keep the distance order, and for the daily journey. Before you move, check your exact distance.

What stays the same

  • Phases 1, 2A and 2B work as before, and 2A and 2B still go by distance.
  • Singapore citizens are admitted before permanent residents, across both halves.
  • If one half has places left after all its citizens get in, those places pass to citizens in the other half.

Common questions

Is Raffles Girls' Primary School a two-track school?

Yes. From the 2027 Primary 1 registration exercise, for children starting Primary 1 in 2028, its Phase 2C places are split equally between families living within 2 km and beyond 2 km.

Does living within 1 km of Raffles Girls' Primary still help?

Not in Phase 2C. Inside each half there is no distance order, so a home 300 m away and one 1.9 km away stand the same chance. Distance still orders Phases 2A and 2B.

How many Phase 2C places will Raffles Girls' Primary have?

At least 60 reserved places, split 30 and 30 between the two halves, plus any places left over from earlier phases, also split equally. MOE confirms the numbers when it publishes the 2027 vacancies.
